ISLAMABAD, Pakistan -- Progress toward forming a post-Taliban government in Afghanistan appeared stalled on Monday as the United Nations special representative for Afghanistan, Lakhdar Brahimi, arrived in Islamabad for a round of consultations with Pakistani and exiled Afghan leaders.
